Advertiser Moderation & Compliance Process

Document Type: Advertiser Compliance & Moderation Policy
Organization: Adora Network
Version: 1.0
Effective Date: September 1st 2026

Purpose

The process covers advertiser onboarding, campaign and creative review, destination and landing-page verification, ongoing monitoring, investigation of reported or flagged campaigns, and enforcement actions.

AdOra Network uses a combination of manual review, automated monitoring, GeoEdge, internal tools, and external security and URL-scanning services as part of this process.

Scope

This process applies to advertisers, advertising campaigns, creatives, tracking URLs, destination URLs, landing pages, and related advertising assets submitted to Adora Network.

Depending on the campaign, review may take place:

  • Before campaign approval;
  • During campaign delivery;
  • Following a security or compliance alert;
  • Following a complaint or report;
  • Following a change to a creative or destination;
  • When an advertiser or campaign requires additional verification.

Advertiser Onboarding

Before an advertiser or campaign is approved, AdOra Network may review information relating to the advertiser and the proposed advertising activity.

Depending on the campaign and risk level, this may include:

  • Advertiser identity and business information;
  • Website and business model;
  • Product or service being promoted;
  • Advertising category;
  • Destination domains;
  • Campaign creatives;
  • Geographic targeting;
  • Traffic and campaign characteristics;
  • Regulatory or legal considerations relevant to the advertised product or service.
  • Legal considerations , especially for betting companies enabling them to operate in the certain region.

Additional information may be requested where the nature of the campaign requires further verification.

Adora Network may decline an advertiser or campaign where sufficient information cannot be obtained to complete an appropriate compliance review.

Creative Moderation

Advertising creatives are subject to review to determine whether they comply with Adora Network’s advertising requirements.

Creative review may include both manual inspection and automated checks.

Reviewers may examine:

  • The visual and textual content of the advertisement;
  • Claims and representations made in the creative;
  • Whether the creative accurately represents the promoted product or service;
  • Whether pricing, discounts, promotions, or other claims are reasonably supported;
  • Whether the creative contains deceptive or misleading elements;
  • Whether the creative uses fake system alerts, browser notifications, or security warnings;
  • Whether buttons or interactive elements could mislead users;
  • Whether imagery or language is inappropriate or prohibited;
  • Whether trademarks, logos, images, or other third-party material appear to be used without appropriate authorization;
  • Whether the creative creates an unsafe or materially misleading user experience.

Creatives that do not meet AdOra Network’s requirements may be rejected or returned to the advertiser for modification.

Destination URL and Landing-Page Review

AdOra Network reviews advertising destinations to assess both security and advertising quality.

Destination URLs may be checked using:

  • Internal Adora Network tools;
  • GeoEdge;
  • External URL and security-scanning services;
  • Manual inspection.

The review may include checking for:

  • Malware;
  • Phishing;
  • Malicious scripts;
  • Suspicious redirects;
  • Unexpected destination changes;
  • Automatic downloads;
  • Deceptive pages;
  • Fake browser or system warnings;
  • Fraudulent forms;
  • Requests for sensitive information through deceptive means;
  • Misleading calls to action;
  • Browser or navigation manipulation;
  • Inappropriate or prohibited content;
  • Broken or inaccessible landing pages;
  • Material discrepancies between the advertisement and landing page.

A destination may be subject to additional review where automated or third-party tools identify a potential security or compliance issue.

Advertisement-to-Landing-Page Consistency

Reviewers may compare the advertisement with the landing page to identify discrepancies involving:

  • Product or service;
  • Pricing;
  • Promotional claims;
  • Availability;
  • Brand identity;
  • Main call to action;
  • Expected user journey.

Advertisements may be rejected where the creative materially misrepresents the destination or where the landing page materially differs from the offer presented in the advertisement.

This includes appropriate authorization for:

  • Video;
  • Audio;

 GeoEdge and Security Monitoring

GeoEdge is used as part of AdOra Network’s advertising-quality and security monitoring process.

GeoEdge and other technical tools may assist in identifying:

  • Malicious advertising;
  • Suspicious redirects;
  • Unsafe landing pages;
  • Malvertising;
  • Unexpected ad behavior;
  • Security-related issues;
  • Other potentially problematic campaign behavior.

AdOra Network may supplement these automated or third-party findings with manual investigation and additional external scanning.

Automated screening is considered one component of the overall compliance process and does not constitute a permanent guarantee that a campaign will remain compliant.

Manual Investigation

When a campaign or creative is flagged, AdOra Network may conduct a manual investigation.

The investigation may include:

  1. Reviewing the advertising creative;
  2. Opening and reviewing the destination URL;
  3. Examining the landing page;
  4. Following relevant redirects;
  5. Reviewing security-scanning results;
  6. Comparing the advertisement with the promoted offer;
  7. Checking for deceptive or prohibited behavior;
  8. Reviewing relevant advertiser or campaign history;
  9. Requesting additional information from the advertiser where appropriate.

The scope of the investigation may vary according to the nature and severity of the issue.

 Ongoing Advertiser Monitoring

Campaign approval does not necessarily constitute permanent approval.

AdOra Network may continue monitoring campaigns after approval.

A campaign may be re-reviewed when:

  • GeoEdge identifies a new issue;
  • An external security tool identifies a potential threat;
  • A landing page changes;
  • A destination URL changes;
  • A creative changes;
  • A campaign begins exhibiting unexpected behavior;
  • A complaint is received from the specific  Publisher´s website or a publihser´s network ;
  • An advertiser submits materially different campaign content;
  • New compliance or security concerns arise.
  • Once advertiser submits new creatives for the campaign , campaing is put on hold till the new creative is approved by moderation.

Where an approved campaign subsequently becomes non-compliant, AdOra Network may take immediate action to restrict or suspend the campaign while the issue is investigated. Depending on the seriousness of the problem and our willingness to maintain the network clean , we close advertising accounts spreading non-compliant ads. We stop working with publishers whose traffic is being identified as fraudulent.
